Until July this year, this company had signed seven more contracts, worth RSD 214,075,062, with the hospital, as well as with the City of Vr\u0161ac and the \u201cDrugi oktobar\u201d, PUC. It is indicative that one of the founders of the \u201cStatus Fin\u201d company and owner of 50 percent of shares in it until recently is also a member of the local assembly, representing the Serbian Progressive Party.<\/strong>\r\n\r\n\r\n\r\n\u201cStatus Fin\u201d was founded by <strong>Sne\u017eana Ra\u0111enovi\u0107\u00a0<\/strong>and<strong>\u00a0Ljiljana Trenevski<\/strong>\u00a0in January 2008 and registered as a company offering bookkeeping and tax consultancy services. This is also the second company that Ra\u0111enovi\u0107 and Trenevski founded together, because between 2000 and 2011 they ran a partnership company \u201cPanacomp\u201d in Vr\u0161ac, offering accounting services. Today, as the website of the Serbian Business Registers Agency states, the headquarters of \u201cStatus Fin\u201d is in Belgrade, 31 Cara Uro\u0161a Street, and its authorized representative and the sole owner is Ljiljana Trenevski. However, at the moment when the contract between this company and the Special Psychiatric Hospital \u201cDr Slavoljub Bakalovi\u0107\u201c was signed in 2017, Ra\u0111enovi\u0107 and Trenevski each had 50 percent of the shares, respectively, while Sne\u017eana Ra\u0111enovi\u0107 was at the same time part of the political group of the Serbian Progressive Party at the Vr\u0161ac City Assembly. She was a candidate of a group of citizens \u201cZa bolji Vr\u0161ac\u201c (\u201c<em>For Better Vrsac<\/em>\u201d) at the local election in 2016, but only six months later she\u00a0<strong><u><a href=\"https:\/\/www.istinomer.rs\/analize\/saga-o-preletacima-deo-cetvrti\/\" target=\"_blank\" rel=\"noreferrer noopener\">\u201cswitched parties\u201d<\/a><\/u><\/strong>\u00a0and joined the political group of the Serbian Progressive Party. She remained a member of the Vr\u0161ac City Assembly after the local election held this year, running as a candidate on the <strong><u><a href=\"http:\/\/www.vrsac.org.rs\/Page.aspx?Lang=cir&amp;page=Odbornici&amp;Pid=3\" target=\"_blank\" rel=\"noreferrer noopener\">SPP list<\/a><\/u>.<\/strong>\u00a0Just like Sne\u017eana Ra\u0111enovi\u0107, another member of the city assembly elected from the SPP list at this year\u2019s local election is <strong>Tatjana Voskresenski,<\/strong>\u00a0a long-tenured manager of the Special Psychiatric Hospital \u201cDr Slavoljub Bakalovi\u0107\u201d.\r\n\r\n\r\n<div class=\"infogram-embed\" data-id=\"33141b92-9d02-4095-ae91-07cbfec9804c\" data-type=\"interactive\" data-title=\"English: Status Fin\"><\/div>\r\n<script>!function(e,i,n,s){var t=\"InfogramEmbeds\",d=e.getElementsByTagName(\"script\")[0];if(window[t]&&window[t].initialized)window[t].process&&window[t].process();else if(!e.getElementById(n)){var o=e.createElement(\"script\");o.async=1,o.id=n,o.src=\"https:\/\/e.infogram.com\/js\/dist\/embed-loader-min.js\",d.parentNode.insertBefore(o,d)}}(document,0,\"infogram-async\");<\/script>\r\n<div style=\"padding: 8px 0; font-family: Arial!important; font-size: 13px!important; line-height: 15px!important; text-align: center; border-top: 1px solid #dadada; margin: 0 30px;\"><a style=\"color: #989898!important; text-decoration: none!important;\" href=\"https:\/\/infogram.com\/33141b92-9d02-4095-ae91-07cbfec9804c\" target=\"_blank\" rel=\"noopener noreferrer\">English: Status Fin<\/a>\r\n<a style=\"color: #989898!important; text-decoration: none!important;\" href=\"https:\/\/infogram.com\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">Infogram<\/a><\/div>\r\n\r\n\r\nThe contract with the special hospital was signed in 2017 by \u201cStatus Fin\u201d, as the leader of a joint bidding consortium, which included the \u201cInter Safe Business\u201d, LLC. This company dealing with private security is registered at 1a Ljutice Bogdana Street, Belgrade, which is the address where the \u201cMarakana\u201d stadium is located, so it was no surprise they provided security services at a football match played by Crvena Zvezda (<em>Red Star<\/em>) in 2013. However, as the media reported at the time,\u00a0<strong><u><a href=\"https:\/\/www.novosti.rs\/vesti\/sport.294.html:462495-Obezbedjivali-derbi-na-rec-bez-potpisa-ugovora\" target=\"_blank\" rel=\"noreferrer noopener\">a contract had never been signed<\/a><\/u><\/strong> for provision of such service. \u00a0This company is also mentioned as part of a consortium whose bid within the scope of the\u00a0<strong><u><a href=\"https:\/\/javno.rs\/istrazivanja\/racuni-za-struju-ocitavanje-skuplje-i-losije\" target=\"_blank\" rel=\"noreferrer noopener\">public procurement procedure of EPS (\u201cElektroprivreda Srbije\u201d)<\/a><\/u><\/strong>\u00a0regarding meter reading was accepted and which cost the citizens of Serbia twice as much as it normally does.\r\n\r\n\r\n\r\nIn 2018, after 18 years of working together, Trenevski <strong><u><a href=\"https:\/\/drive.google.com\/file\/d\/1yugKT7TKjKBe_HIglonQobBiqldHZrzg\/view?usp=sharing\" target=\"_blank\" rel=\"noreferrer noopener\">took over 100<\/a><\/u><\/strong><strong>\u00a0percent<\/strong>\u00a0of the ownership of \u201cStatus Fin\u201d, which continued to be awarded contracts in Vr\u0161ac. Only a few months after the ownership structure was changed, another contract was signed with the special hospital, worth 27 million dinars. There were\u00a0<strong><u><a href=\"https:\/\/drive.google.com\/file\/d\/1pT2p5Fa39QkmJLpJ6DMw5fWr_rpWljT1\/view?usp=sharing\" target=\"_blank\" rel=\"noreferrer noopener\">complaints<\/a><\/u><\/strong>\u00a0following the bidding procedure, since, as it was stated, the hospital required the bidders to submit prices for each job position stipulated in the bidding material, without any guarantees that the workers would be hired during the whole period of the contract validity, which raised the question whether the public procurement procedure had been created in a way that would allow only the current bidder (or, in this case, \u201cStatus Fin\u201d) to know which price to list for each job position and, thus, submit the most favorable offer.\r\n\r\n\r\n\r\nA year later, \u201cStatus Fin\u201d signed a contract with \u201cDrugi oktobar\u201c, PUC regarding staff leasing. The contract was worth 80 million dinars and this bidding procedure, like three others that \u201cStatus Fin\u201d won, was concluded without any other bids. At the time when the contract was signed, the director of \u201cDrugi oktobar\u201c, PUC,\u00a0<strong><u><a href=\"https:\/\/novaekonomija.rs\/vesti-iz-zemlje\/neboj%C5%A1a-peri%C4%87-kandidat-za-predsednika-komisije-za-za%C5%A1titu-konkurencije\" target=\"_blank\" rel=\"noreferrer noopener\">Neboj\u0161a Peri\u0107<\/a><\/u><\/strong>, was appointed, as the only candidate, the head of the Commission for Protection of Competition. That year, 2019, two more contracts were signed with the city, worth RSD 13,750,000, along with the now-traditional contract with the special hospital, worth RSD 20,263,110.\r\n\r\n\r\n<div class=\"wp-block-image\">\r\n<figure class=\"aligncenter size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"700\" height=\"467\" class=\"wp-image-7105\" src=\"http:\/\/voice.flywheelstaging.com\/wp-content\/uploads\/2020\/11\/Milos-Katic.jpg\" alt=\"\" srcset=\"https:\/\/voice.org.rs\/wp-content\/uploads\/2020\/11\/Milos-Katic.jpg 700w, https:\/\/voice.org.rs\/wp-content\/uploads\/2020\/11\/Milos-Katic-300x200.jpg 300w, https:\/\/voice.org.rs\/wp-content\/uploads\/2020\/11\/Milos-Katic-600x400.jpg 600w, https:\/\/voice.org.rs\/wp-content\/uploads\/2020\/11\/Milos-Katic-400x267.jpg 400w\" sizes=\"auto, (max-width: 700px) 100vw, 700px\" \/><figcaption>Milo\u0161 Kati\u0107: &#8220;The priority is the fight against the budget mafia&#8221;<\/figcaption><\/figure>\r\n<\/div>\r\n\r\n\r\nSince the beginning of 2020, \u201cStatus Fin\u201d has signed two contracts with \u201cDrugi Oktobar\u201d, PUC, whose combined worth is RSD 28,729,451. On the other hand, it signed a contract with the special hospital not as a sole bidder, but as part of a consortium, lead by \u201cBaron Brewski and Friends\u201d, which first appeared at the same bidding a year before, competing against \u201cStatus Fin\u201d. The road from being a competitor to becoming a partner in a deal worth 44 million dinars lasted one year, but it is not surprising, since the two companies share the same e-mail address and the same owner and authorized representative. Namely, \u201cBaron Brewski and Friends\u201d was established in 2011 and it is the second company associated with Sne\u017eana Ra\u0111enovi\u0107, because it was Ra\u0111enovi\u0107 who was the sole proprietor between 2013 and 2015. The ownership and authority to represent the company was taken over by Bojana Stoj\u0161i\u0107<strong>,<\/strong>\u00a0who was a representative of \u201cStatus Fin\u201d in 2018 and 2019. Even though the company\u2019s core activity was changed in 2015 from retail trade to accounting and bookkeeping services and tax consultancy, a Google search related to \u201cBaron Brewski and Friends\u201d takes you to the <strong>\u201cthe most charming dog-grooming salon in Belgrade\u201d<\/strong>, a pet parlor and pet shop at the\u00a0<strong><u><a href=\"https:\/\/www.baronbrewski.rs\/\" target=\"_blank\" rel=\"noreferrer noopener\">same address<\/a><\/u><\/strong>\u00a0where \u201cStatus Fin\u201d is registered. We have not received any answers from either \u201cStatus Fin\u201d, or the Special Psychiatric Hospital \u201cDr Slavoljub Bakalovi\u0107\u201d regarding the members of the Vr\u0161ac City Assembly. <strong>Milo\u0161 Kati\u0107<\/strong>, a forensic accountant and economist, says that such links between politics and budget funds allocation are not isolated incidents.\r\n\r\n\r\n\r\n\u201cOver the past five years, VOICE has been closely monitoring the public procurement procedures in Vojvodina and we\u2019ve noticed that there is a certain pattern when it comes to awarding contracts related to public procurement. The fact is that certain institutions do react. One of them is the State Audit Institution. When you read their reports, you can see that they constantly notice irregularities related to public procurement procedures. Also, the Anti-Corruption Agency has on several occasions passed recommendations for local officials to be removed from office,\u201d Kati\u0107 explains, adding that despite the work of the State Audit Institution and the Anti-Corruption Agency, <strong>such cases rarely end in a way that is in the citizens\u2019 interest<\/strong>. On the one hand, those recommendations for local officials to be removed from office are rejected by local assemblies, comprising local assembly members. In doing so, they show their support to presidents of municipalities and other public officials who are the subjects of those recommendations.
